Beberapa upaya bisa dilakukan misalnya pengelolaan air limbah skala komunitas berbasis masyarakat melalui kegiatan pemberdayaan masyarakat yang bertujuan untuk menjamin keberlanjutan pengelolaan; pengurangan sampah di sumbernya melalui gerakan mengurangi, memanfaatkan kembali dan mendaur ulang atau reduce, reuse dan recycle 3R yang bertujuan untuk mengurangi volume sampah yang dibuang ke Tempat Pemrosesan Akhir TPA ; serta upaya membuat keseimbangan tata air melalui pembangunan kolam retensi yang bertujuan untuk memperlama laju aliran permukaan supaya tidak langsung terbuang ke badan air penerima.
Sejalan dengan amanat UU No. Dalam rangka meningkatkan cakupan pelayanan, Pemerintah melalui Dana Alokasi Khusus DAK menyediakan program sanitasi lingkungan bagi masyarakat berpenghasilan rendah di lingkungan padat penduduk, kumuh dan rawan sanitasi, yang disebut dengan kegiatan DAK Sanitasi Lingkungan Berbasis Masyarakat.
Kegiatan Dana Alokasi Khusus Sanitasi Lingkungan Berbasis Masyarakat ini mencakup: prioritas pertama yaitu pengembangan prasarana dan sarana air limbah komunal. Apabila prioritas pertama sudah dipenuhi tidak ada Buang Air Besar sembarangan maka dapat melaksanakan prioritas kedua yaitu pengembangan fasilitas pengurangan sampah dengan pola 3R reduce, reuse dan recycle dan pengembangan prasarana dan sarana drainase mandiri yang berwawasan lingkungan.

Pemerintah menyediakan program sanitasi lingkungan melalui Dana Alokasi Khusus DAK dalam penyediaan prasarana dan sarana air limbah permukiman, persampahan dan drainase bagi masyarakat berpenghasilan rendah di lingkungan padat penduduk, kumuh dan rawan sanitasi, yang diimplementasikan melalui kegiatan DAK Sanitasi Lingkungan Berbasis Masyarakat SLBM ; yaitu sebuah inisiatif untuk mempromosikan penyediaan prasarana dan sarana air limbah permukiman, persampahan dan drainase yang berbasis masyarakat dengan pendekatan tanggap kebutuhan.
Kegiatan Dana Alokasi Khusus Sanitasi Lingkungan Berbasis Masyarakat ini mencakup: 1 pengembangan prasarana dan sarana air limbah komunal, 2 pengembangan fasilitas pengurangan sampah dengan pola 3R reduce, reuse dan recycle dan 3 pengembangan prasarana dan sarana drainase mandiri yang berwawasan lingkungan. Melalui pelaksanaan kegiatan DAK Sanitasi Lingkungan Berbasis Masyarakat ini, masyarakat memilih sendiri prasarana dan sarana air limbah permukiman, persampahan dan drainase yang sesuai, ikut aktif menyusun rencana aksi, membentuk kelompok dan melakukan pembangunan fisik termasuk mengelola kegiatan operasi dan pemeliharaannya, bahkan bila perlu mengembangkannya, dalam rangka meningkatkan kondisi sanitasi lingkungan permukiman kumuh perkotaan.
Meningkatkan kesadaran masyarakat untuk melaksanakan pola hidup sehat. Meningkatkan peran serta dan pelibatan masyarakat. Memfasilitasi masyarakat dalam penyediaan prasarana dan sarana air limbah, persampahan dan drainase 5. Membina masyarakat dalam pengelolaan prasarana dan sarana air limbah, persampahan dan drainase 6.
Kelompok Masyarakat; 2. Swasta; 3. Pemerintah Provinsi; dan 5. Pemerintah Pusat. Seleksi Lokasi, berupa tata cara pemilihan lokasi sesuai kriteria, mulai dari daftar panjang longlist , daftar pendek shortlist sampai dengan penetapan lokasi terpilih.

Keberpihakan pada warga yang berpenghasilan rendah, dimana orientasi kegiatan baik dalam proses maupun pemanfaatan hasil ditujukan kepada penduduk miskin yang bermukim di permukiman padat perkotaan berdasarkan kebutuhan; 2.
Otonomi dan desentralisasi, dimana masyarakat memperoleh kepercayaan dan kesempatan yang luas dalam proses perencanaan, pelaksanaan, pengawasan, pemanfaatan dan pengelolaan hasilnya; 3. Mendorong prakarsa lokal dengan iklim keterbukaan, dimana masyarakat menyampaikan permasalahan dan merumuskan kebutuhannya secara demokratis dan transparan; 4.
Partisipatif, dimana masyarakat terlibat secara aktif dalam proses perencanaan, pelaksanaan, pengawasan, pemanfaatan dan pengelolaan; 5. Keswadayaan, dimana kemampuan masyarakat menjadi faktor pendorong utama dalam keberhasilan kegiatan, baik proses perencanaan, pelaksanaan, pengawasan, maupun pemanfaatan hasil kegiatan. Program ini bersifat tanggap kebutuhan, masyarakat yang layak mengikuti DAK Sanitasi Lingkungan Berbasis Masyarakat SLBM akan bersaing mendapatkan kegiatan ini dengan cara menunjukkan komitmen serta kesiapan untuk melaksanakan sistem sesuai pilihan mereka.
Pengambilan keputusan berada sepenuhnya di tangan masyarakat, sedangkan peran pemerintah atau Swasta, hanya sebatas sebagai fasilitator. Masyarakat menentukan, merencanakan, membangun dan mengelola sistem yang mereka pilih sendiri, dengan difasilitasi oleh TFL atau konsultan pendamping yang bergerak secara profesional dalam bidang teknologi pengolahan limbah, persampahan, drainase maupun bidang sosial.
Pemerintah daerah tidak sebagai pengelola sarana, hanya memfasilitasi inisiatif kelompok masyarakat.
